Contractors, especially small business type sub-contractors have a difficult time getting paid. Many times, general contractors or owners stiff a subcontractor on a $1,000.00 bill, because they know it will cost the subcontractor more to collect than the bill itself.
There are very stiff penalties for people who do not pay their contractors. The homeowners, developers and general contractors are playing the odds. A contractor who is represented by counsel improves his odds of collecting on an unpaid bill.
